Page 10 - The lssaquah Press, December 31, 1986 Exclusive contract:00r Lawson makes it city's tra hauler When lssaquah residents take their trash to the curb, they will now be dealing with just one company--Lawson Disposal. At the last city council meeting, the process was set in motion to grant a lO-year contract to Lawson making it the city's sole trash collector. The contract, which is retroactive from December 1, 1986 will be in force until November 30, 1996. But because the city coun- cil didn't get the opportunity to review the contract until its December 15 meeting, customers may be getting an unpleasant surprise in their next bill a retroactive bill increase to the beginning of the month. On December 1, because King County nearly doubled the fees it charges to haulers to dump in landfills, virtually every trash hauler was forced to likewise raise its rates. Lawson was operating for more than two weeks under the old rates. According to Brian Law- son, vice president of Law- son Disposal, it costs his company nearly $500 a truck load to dump in Cedar Hills. He said the county rate in- crease covers only the "dump fee" and doesn't cover haulers' operating expenses. in addition, the new rate in- crease doesn't include taxes either. lssaquah currently levies a 6.6 percent utilities tax on the gross operating revenues of waste collection and disposal companies. In addition, there is a 3.6 percent state refuse tax. These are "pass through" taxes, Lawson ex- plained. His company col- lects the taxes and passes them on to the various governmental entities. Lawson's new pre-tax weekly rates are: $7 for one can, $8.50 for two, $1.25 for each additional can or unit and $42.72 for a small dump- ster. Lawson has proposed fee increases for lssaquah that are lower than the average in- creases for the surrounding King County area. However, the company could only guarantee this if it was assured the exclusive right to collect solid waste from throughout the city and from newly annexed areas. Through the contract with lssaquah, Brian Lawson said the city will have control over rates, rather than being ex- clusively under the regulatory arm of the Washington Utili- ty Transportation Commis- sion. Lawson Disposal has been serving lssaquah since 1959 and has been collecting ex- clusively within city limits since 1976. But as the city grew through annexed ter- ritory, the trash collection service area grew with other firms serving areas of Issa- quah annexed since 1976. Some confusion occurred with four independent solid waste collection companies creating overlaps in service in some areas. The council's Utilities Committee recommended granting Lawson the ex- clusive contract, without bid- ding. The courts have ruled that although a city has the option to bid for. trash collec- tion, it can form a "garbage utility" to take over respon- sibility for collection and disposal of trash, it isn't mandatory. Accident injures three Three people were Injured in a three-car accident on East Lake Sammamish Parkway near SE 56 Street on December 22. Officials say 24-year-old Richard Cannon of Issaquah was driving a van that collided with a car driven by Lydia Saville, 30, of Redmond. A car behind the Saville auto also received minor damage. Cannon was admitted to Overlake Hospital Medical Center and discharged on Christmas Eve. Saville was still listed in stable condition at Evergreen Hospital as of late Friday. A passenger in her car, a woman from California, was treated and released. Firefighters from King County District 10 had to pry off the top of Saville's Monte Carlo to free the two women. Traffic was backed up on the parkway for much of the afternoon. Police and fire The big round-up Issaquah police spent a good deal of December 22 chasing after horses. A motorist called police to report he had nearly hit two horses in the roadway in the 900 block of NW Newport Way, but by the time police arrived the horses were gone. Shortly afterward three horses were seen running loose on NW Juniper Street. Police and the owner of one of the animals corralled two of the horses. The owner of the third horse arrived moments later to take charge of his steed. Grinch attacks The grinch made ap- pearances at several lssaquah homes during Christmas week. The lssaquah Care Center on Front Street reported a toaster, microwave and stole were taken from premises sometime December 22. The same police were called to apartment on SE Clark where burglars had into the residence. There's word on what was taken that break-in.
